There was an uproar after the exam paper of Uttarakhand Subordinate Services Selection Commission was leaked in the year 2022. At the same time, the Patwari examination held in Uttarakhand last year was also cancelled. After this, 5 people including the Section Officer of Public Service Commission and his wife were arrested in the revenue paper leak case. Uttarakhand Public Service Commission had canceled the examination. Apart from this, an average of 3 papers have been leaked every year in Rajasthan since 2019. About 40 lakh students were affected by this. During an investigation, police officials found that the leaked papers were sold for Rs 5 to 15 lakh. About 26 cases of paper leaks have been recorded in the state between 2011 and 2022, 14 of them reported in the last four years. Many examinations were also canceled due to paper leak.

Apart from this, after the year 2021 Uttar Pradesh TET exam paper was leaked, lakhs of candidates were on the streets, then in the STF operation, 36 people were arrested which included the owner of the paper printing company along with the members of the paper leaking gang, Solvers, that is, many people who took money and appeared in the examination in place of the candidates, were involved.
It can be understood from these cases that on one hand the company takes huge money from the governments for conducting clean examinations and on the other hand it takes money from the candidates by leaking the papers. One player is still hidden in this, that is, the coaching center, that is, those who have contact with the company, because when students are associated with the coaching center, a whole cycle develops and gives rise to paper leaks…
By the time this happens, it has now become a business because recently, to crack down on paper leaks in government recruitment examinations across the country, the Central Government had introduced the Public Examinations (Prevention of Unfair Means) Bill, 2024 in the Lok Sabha because the paper industry is 1000. It has reached Rs. crore.. This includes paper printing companies, paper leaking gangs, coaching centers and solvers. But they do the work of finding customers, the paper leak mafia who earns up to Rs 50 lakh from a student for one paper, the commission employees who are greedy for black money running into crores, the students who give exams without any qualification and hard work and want to get a job.
An NBT report states that the paper leak network is organized to such an extent that everything is set up in advance, from the exam conducting agency at the top to the police and government lawyers at the bottom. Coaching institutes are also big players in this business of paper leaking. It is the responsibility of the coaching centers to collect the money from the students who are in a position to spend the money and to send it to the main leader. The double benefit of coaching is that they get a share in the money for paper leaks and at the same time, the credibility of the students gets strengthened if they are selected. Strong credibility means the right to charge higher fees next time.
It is not so that government employees are blameless in this. SOG has caught more than 50 government employees in paper leak cases in Rajasthan alone since 2014. The accused include inspectors, constables, JEN-AEN, lecturers, but the departments have so far dismissed only 11 employees. Apart from this, crores of rupees have been recovered from many employees. Although laws are being made in different states to stop this, but now it has become a business in which the earning is very high because even the smallest job paper gets leaked. After that it is sold at the rate of Rs 20-25 lakh per student. This black business worth crores of billions has become the biggest enemy of the youth today.
